Agreed, but in our case the County and a number of surrounding cities that have 
them used yellow light timings that were below the state recommended minimums.  
In other words, there wasn’t enough time to clear the intersection based on the 
recommendations of traffic engineers.

They got busted in a similar manner, as we’ve got a guy over in Pinellas County 
who documented this in great detail.  When he presented his report to the 
various municipalities, they went back and adjusted the yellow light times to 
the state recommended values.  After this got major press in the local media, 
of course.

Guess what?  The number of red light tickets decreased significantly, as did 
the revenue from the tickets.  What an amazing correlation.  A couple of cities 
decided it was no longer worth it and dropped their red light cameras.

And I might add, he also was able to prove that the installation of red light 
cameras did nothing to decrease the number of accidents at these intersections, 
either, which was the rationale the politicians used to put them in.  So that 
line of reasoning went out the window as well.

A pretty funny story with these - a local prosecutor got busted by a red light 
camera doing a right turn on red. He successfully fought the ticket and brought 
out of the shadows a very obscure state law that says you don’t have to come to 
a complete stop for a right turn on red - you just have to slow down to 11 mph 
or less.  Using the camera data he was able to prove he was moving slower than 
this when he turned and the camera fired.  This caused a massive roll back of 
tickets that had been issued for similar reasons.
