There is another method of securing the fan that was on my 603 diesel that might be present on yours:
On or near the top of the water pump housing behind the pulley are a couple of ribs cast into the housing. Using these as a stop, a piece of rod stock about 3/16” in diameter, bent into a short “L” shape with the bottom end of the “L” being maybe 1/2” long or slightly longer, is placed up against one of these ribs and the end of the rod going into a hole in the back of the pulley or flange.
