If the other side is in as good condition as the one in the picture, it
will buff out with a buffing wheel on a bench buffer and the proper
sequence of buffing compound... I have done several that were worse to
start with and to very good success.

Chrome is usually pretty thick on the older cars and you don't remove more
than perhaps .002 to buff down to solid chrome that will shine like new.
