Thanks Greg! Sure 'nough, blown cap, very obvious. Reading about another CyberPower UPS with similar "no charge" failure, apparently the factory used some type of glue that degrades with time and becomes conductive, and that glue is used in several places on the board, including at the base of this capacitor. The glue has turned from yellow to dark brown (carbonized?).
Looks like I need to clean off that glue from all over the board, then replace all the electrolytic caps, maybe other components that are bad, and then button her up and let her rip.
