Which brings us back to government/charity think: free money beats no money.

About 20 years ago, a local fire chief signed a contract with telemarketers. The telemarketers did all the work, and at the end of the campaign they'd cut a check to the FD for 4% of the gross. Which was all well and good, until the details became public, and the average working stiff was quite irate to learn that giving $100 of hard earned cash to the FD meant flushing $96 down the tube from their point of view.
