Why not just beat down on the side that is too
high to begin with?

It sounds like you'll need to set up a dial indicator to find the center
of the dent and measure the runout, and gradually bend it out with a
wedge of some sort, assuming you can do that without bending the other
flange out instead...if you go too far then it's big brass hammer taps
to bring it back in.
If the whole pulley is bent instead of just one flange, it might get a
little more interesting, but if you can take it off the mower and use a
big brass hammer inboard of the flanges you might get it right.
