The "extra" is added to the oil that didn't come out when the system was
discharged. Even if you open the system to air, MOST of the oil will
remain in various places (evaporator, dryer, compressor, etc.) within
the system.
Most compressors used to come NEW with the proper quantity of oil in
them (not sure about now when there are different oils used depending on
which refrigerant is used). If you wanted to change oil, you were to
remove the oil, measure it and install the same amount of new/fresh oil.
When the system is vented, different amounts of oil will escape
depending on whether it's a slow of FAST leak. Oil that does escape
should be replaced, but too much oil REALLY decreases cooling capacity
and too little results in rapid or even catastrophic compressor wear.
I'm told that MOST systems that are serviced by people not really
skilled at AC work will be a little to a lot overcharged with oil (so
cooling will be much less than optimal).
