They did this, and I have had a couple of cars with this interlock. Granted, in 1974, the interlock was easily bypassed, either way, it was abandoned quickly. Nowadays, manufacturers just put a chime that gets really obnoxious if you go faster than 15 mph without your seatbelt attached.
