Any proposed replacement that doesn't allow for meaningful
competition, wherein dissatisfied 'customers' can't vote
with their feet (and associated dollars) is doomed to fail.

My wife was really put off by the 'cattle barn' mentality
of the public school kindergarten that my son is entitled
(?) to go to.  They wouldn't even talk to her.  Told her
to wait for the open house, which is after school starts
and LONG after any decision about where to go must be made.
(Anybody remember Lily Tomlin's phone operator character?
"We're the phone company.  We don't care, we don't have to.")

My son now goes to a small private school.  Does the PS care?
Not at all, they're still getting my tax money.  I get to pay
twice.  Fortunately we can afford to do so, but I guarantee
you that if the PS was paying out to our private school they
would have some serious incentive to clean up their act, because
we wouldn't be alone in opting out.

Systems that extract payment for services at the point of a
gun, and allow no choice as to how the money is to be spent,
are evil.  Well-packaged and advertised perhaps, but evil.
