Not true, it's just that most LCDs are 16:9 format, and 16:9 screens
have less area for the same diagonal compared to 4:3 screens---about
10% less, so they appear smaller.

With computer LCDs there is a separate issue in that CRT sizes were
often measured in terms of the actual picture tube size, some of which
was always covered by the plastic border, so that a nominal 17"
actually only had 15" of display area.  (Sort of like 2x4s.)  With
LCDs the entire display area is measured.
