Couldn't a cloud computing host set up shop, or enough of a presence, in a very corrupt country and then turn around and say that the laws of that country give them the right to have a field day with your data? How are US courts supposed to protect you if somebody in Liberia or Russia has legally hacked your data and could publish it on a wall in the capital city?
My wife is from the Philippines and Linux never caught on there because the country is full of pirated copies of Windows and the local courts won't do anything for microsoft. By Microsoft's own admission, the majority of copies of Microsoft Word in use worldwide are pirated. Remember, for all intents and purposes, cyberspace is anarchy.
