Ok now I'm not saying this is it, since it's obvious but did you connect
both power connectors to the motherboard? ( I assume you did )
On modern mother boards you will have a normal ATX power connection, but to
activate the PCIX Bus you need the ATX-12v connection plugged in.
Also note that only modern PSU's have the ATX-v12 connector. I have
verified that your motherboard needs both connections

Now again I assumed you did that, but if you have not, it would explain
what is happening.
If it's not that, I'm out of ideas, it should get you at-least the logo and
option for bios
