MiamiInit does not set that string for a Zoom modem. The string you
quoted is for ISDN modems only. This may explain your problems.

Load a terminal program, type "AT&F", then "AT&C1" and "AT&W".

After that load Miami, change the init string to "AT&F&D0\r", save
the settings and try again.

If you still have problems with Miami skipping dialing then this
is because your modem cable is miswired. As a workaround disable
"Use CD" in Miami and save the settings.
