Pretty much the latter. Smaller numbers will deny more connections;
larger numbers will allow more of your RAM to be temporarily chewed up.

You might at least use MiamiTCPDump to see if the NetBIOS requests are
coming at an unreasonable rate. If so, you'll be stuck with problemss
until you fix Windoze.
