Don't you mean the other way around? If you try to reconnect, and Miami
determines your MODEM is already on-line, it reads the file to get the
connection information, rather than polling the ISP.
If Miami determines you're not on-line, then it dials the ISP, AND, asks
it for the connection information.
* By connection information, I mean the usually stuff negotiated to
establish TCP/IP between yourself and the ISP.
