Ping flood means exactly that, they flood you with pings, ie.
they send you pings until all your bandwidth is used up. As
this suggests it is malicious. Why do people do it? Well I
guess they are just nasty. It's silly doing it to individuals
if you ask me, it's not going to achieve anything. All that'll
happen is their link will clog up for a while so they'll log off
and log back on again, receive a new IP address and the problems
gone. Ping flooding a companys server on the other hand could
mean that their customers are unable to connect, and therefore
they loose money etc. But that is very malicious.
