You get software that will search a range of IP addresses and
send whatever you want to any machine that it finds. It's
automated and not likely to be targetting you specifically.

I'd just ignore it. I'm sure if you have a stalker ignoring him
long enough, he'll get bored and leave you alone. You could
always try sending ping floods back :) I think there is a ping
flood proggy on aminet.
