[midgard] mod_midgard, neccessary?

What does mod_midgard actually do?
Can it technically be replaced by directives in the <virtualhost> section of
httpd.conf?

In other sites I have done I often have things like:

<virtualhost blah>
  RewriteEngine On

  Rewrite ^/news/(.*) /news/template.php3/$1

...

Which seems like it does pretty much most of what I am aware that
mod_midgard does?
