Yes i agree that an enhancement is most likely needed in this area.
How much effort it is I am not 100% sure of.

http://mifosforge.jira.com/browse/MIFOS-5256 was added to jira from
old feature train so its something that has been around as idea for
good while. I guess the problem is lack of clarity on how exactly it
should work.
