If you're only concerned about availability, it's not so important if
networks have le 22 or less as they'll still have a default route to one
of their upstreams, which will accept le 24.

Also, the few such providers that only accept lesser prefixes are more
often than not smaller content providers, rather than eyeball networks
anyway, so you don't need to be concerned about their network
performance to you.
