Its not like that in the rest of PA. Both the Philly metro area and the Pittsburgh metro area require a dyno test. This can be done by a garage (no "state" inspections as far as I know). Having lived in NJ, the deal was that you *could* get the testing done at a garage - but you had to pay for it. If you got he inspection done by the State - it was *free*. Beware - "1984" is already here.
