[a2-16v-list] Tracking down a headlight problem

Hi all,
 
I am trying to track down a problem with my headlights.   None of them
light up.  There is power at the switch but there is no power at the
fusebox before the headlight fuses.   Is there a relay hidden somewhere
up in there that might have gone bad?
 
I am trying to decipher the Bentley but it doesn't seem to indicate that
there is anything between the switch and the fusebox.
 
Any ideas for things to try or check?
