Holland,

Thank you for the tip.  It is a 91. We have since made a little
progress.  It seems that it is definitely the switch.  Specifically it
seems it is the headlight flasher in the switch.  We bypassed/jumped it
and the headlights then came on with the switch.   

To answer your question about the stalk - until the bypass of the switch
flasher,  none of the lights would come on with the stalk either.

I also think there are some relay problems because the right side high
beam will not turn on now.   This is my next mission but this one should
be easier.

Btw,  this all happened when my alternator died.  I think it may have
sent a spike of current or something before it died.

What model and year is your car?  The '90-'92 Golf/GTI/Jetta/GLI have  
a relay (#10) that's energized when you turn on the light switch.   
That allows +12Vdc to flow to 4 fuses, #1 & #2, left and right low  
beams respectively, and #11 & #12, left and right high beams  
respectively.  The relay is also energized by the headlight flasher  
incorporated in the turn signal switch.  Do the lights come on when  
you pull the turn signal stalk towards you?  If so, then it's the  
main headlight switch, if not, it's the relay.  SInce you say none of  
the none of the headlights work, it's not likely that all four of the  
fuses are blown.  The '89 and older cars don't have the relay.  The  
power goes directly from the main switch to the same 4 fuses  
#1,2,11,12.  So if that's the case (your car is an '89 or older),  
then the switch is most likely bad.

There's the relay #10 if it's a '90-'92, nothing if it's an '89 or  
older.
