Had the lower panel out (it's metal on mine, with a tubular
reinforcement, though there's a plastic pad on the front side for a knee
bolster), fuse/relay panel down and as far left as it would go; the next
item is a "guard panel" between wiring harness and pedal cluster. I
spent over an hour trying and never moved it more than an inch in any
direction; it needs to come out to get a hand anywhere near the pedal
lever's top end. Another forum said that removing the instrument
cluster would make things visible, but on mine there's a heavy plastic
barrier behind the cluster. I couldn't see, and couldn't find the pedal
with an arm stuck awkwardly through the available opening. The Bentley
has such a bad drawing that it took me several attempts even to figure
out which direction the tabs and latches went on the "guard panel", for
releasing from the metal bracketry.
If you know of a better set of instructions, I know at least three
people who would love to find them!

I just put a clutch into a '97 Jetta 2.0; was going to replace the
self-adjusting clutch cable with the manual one, until I spent several
hours disassembling the dashboard without getting to the point of either
seeing or touching the upper end of the clutch pedal arm, where it
attaches. Talked to a friend, who replaced one for someone else (mutual
friend); it took him 14 HOURS to replace - and that cable was broken, so
that there was no option other than replacement. He has had VWs for 50
years, mostly air-cooled, is a rebuilder of both air- and water-cooled
VW transmissions [did the bolt kit and rebuilt my 16v trans], and he
_knows_ what he's doing. I'd be lucky to match his time on most jobs; I
re-installed the instrument cluster, fuse-&-relay unit, etc, and
buttoned it up.
