I'm sorry, i'm not familiar with those complex border relations, maybe someone out there can fix it?

Way http://www.openstreetmap.org/browse/way/106888874 is overlapping with http://www.openstreetmap.org/browse/way/106888875 and therefore the polygon is not closed (in the way the multipolygon and all mkgmap algorithms check if a way is closed). You need to correct it and two days later I can recompile the boundary tiles.
