OK, you mean the data reporting notification. I was under the impression that you were showing a second notification. Piggybacking off the DRN isn't a done deal; if the terms change, and definitely if the defaults change to 'on', we typically need to re-inform existing users. I'd be inclined to *not* use the data reporting notification to try to drive uptake, and instead appeal some time after first run (or maybe after the first web site asks for your location?). We should be careful about asking too much of new users -- hey, send us telemetry, and health report, and crash reports, and here's where you set up sync, and try home panel add-ons, and hey, please also tell us everywhere you go.
