Also worth mentioning, is that MLS stumbling requires way higher levels of opt-in than other forms of data reporting. Other forms can be successful with much smaller numbers of samples, and the interpretation of their collected data allows extrapolation/generalization to a larger population. We need WAY higher opt-in numbers for success. Google and Apple (and Microsoft) don't give users a choice and automatically stumble.
