Huh? The guide is all here:
http://perl.apache.org/guide.
You can even grab it as a pdf.

To build it from sources you need to install Pod::HtmlPsPdf.

If you were looking closely at the output when you run 'perl 
Makefile.PL' it should have told you that you are missing the prerequisite.
