It can. This is also an area where the cpan rating sytems can be very
helpful: ( http://cpanratings.perl.org ). It can be helpful in some
cases to give the less useful module a low rating with a comment that
includes a pointer to some other module, which may actually be more
useful.

Of course, if the author is cooperative, this could also be appropriate
in a "SEE ALSO" of the documentation.
