I suspect some authors forget about purging because there's
nothing to remind them about it (I know I'm guilty of that).
Some authors might not be aware of purging at all.

When an author uploads to PAUSE (or clicks the button to take
ownership of a previous ftp upload) PAUSE currently returns them
to the same page with with some words added to the top about
how to track progress.

If, instead, it took them to the Delete Modules page[1] (with the
same words added to the top) it would act as a clear reminder that
uploads should be balanced by purging of old versions.
