I should note that this situation won't last. Now that
configure_requires is starting to be used, and M:B is setting
configure_requires to itself, authors with the the most recent M:B
will start driving more aggressive end-user upgrades to the latest
version.

This is the intended effect, but makes prod releases more sensitive to
bad releases.
