The new Win32-fix release 0.31011 is up on the CPAN, and it still FAILs on Win32.
This time it's not because a test fails, but because the test count in the plan is wrong. It looks like someone skipped something without correctly counting the number of tests they were skipping... To be fair, this may have existed in the previous version too, but was being masked by the other bug.
