is there a 'missing VIN' option in pennsylvania?  i know one can fill out some 
paperwork in the state of WA when such a thing happens with a boat/utility 
trailer.
   
  a more 'negative' option is semding virginia/pennsylvania to the seller as he 
sold a 'vehicle' that could not be verified.  there may be some legal 'mumbo 
jumpo' about him being legally bound to sell a 'vehicle' that can be verified 
by a VIN.  this may get his attention so you can get him to assist in getting 
the states to recognize that the trailer exists and isn't stolen.
