Here is the simple solutions that has worked for me a couple of times in 
Maryland.? Go to an engraver (trophy supplier or "Things Remembered" store) and 
buy a small plate and have them engrave the VIN on the plate that appears on 
the title.? Then?rivet the plate to the tounge of the trailer.? The inspection 
shop should have no problem with verifying the VIN on the trailer to the VIN on 
the title.? Once you have the inspection certificate then go to the DMV with a 
check and you should be in good shape.?? 

My boat came from KY which doesn't even register trailers.? Hence I didn't even 
have a valid title and I could not find the VIN on the trailer.? I had a plate 
made and attached it to the trailer.??I had it inspected and then went to one 
of those third party DMV stores and registered the trailer.? It cost me an 
extra $25 dollars for the stores fee, but they are not as much of a?pain in the 
A**, with policy and procedures and I was able to walk out with my plates 
within 20 minutes.? It was well work the extra money.?
