When I had a Motor Vehicle Dealers License in Arizona they told  me 'frowned' 
on people adding their own ID #'s and or plates to a trailer -  Howards idea 
is the best approach as some entities may view the creative  addition of 
numbering as potential fraud(!). 
 
If the MVDept. Inspector Person assigns your vehicle a number you are in a  
comfortable position when it comes time for you to transfer the trailer. Just  
ask the local agency what they would require for a trailer with 'no ID marks  
present' - they have a procedure - it is just getting  the right  people to 
help you.
 
They still "flip out" when I go in to register my boat - as it has an  
'identical twin', according to HIN's, in Texas.
