I think Annoying Greek Person could get round a dealer ban on Greece if they 
wanted.  I run two ebay contact/shipping address: one UK and one US that I 
toggle between so that I can bid on American auctions that are restricted 
non-US bidders.  If I win a US auction I get the item sent to my brother's 
house in PA and forwarded on to me.  I have never had to provide any 
information to ebay re: these addresses, I just set them up (and could set them 
up in Timbukto and Biafra should I so desire).  Neil

So Rich, does that mean your IP address, for example, prevents you from 
creating a new ID and providing a U.S. CC - while registering yourself as 
residing in Greece?  It seems blocking "proficient911" from bidding is just one 
way to stop him.  But if you want to permanently prevent that buyer from 
messing up your sales - why not, if he/she registers with a new ID - just ban 
bidders from Greece altogether? -d.
