Maybe having to write a summary is part of the turn-off? My own sons hated
"school" reading because of all the assignments for accountability that
went along with it. Hmmm...maybe try some paired readings. Reading buddies
could decide on a common book, agree to read to a certain part each night,
then meet the next day to share opinions. This may motivate some children
if they know they have a friend to discuss what happened in the book.You
could circulate around and eavesdrop on conversations. What about using a
site like Edmodo, where kids are given a log-in and can write in a
community way. Other students can share thoughts about their reading in a
safe, closed online environment. How about having a book recommendation
bulletin board? As kids finish a book, they can make a small mini-poster
reviewing whether others in the class should read it as well. This may get
kids to branch out in their reading.

Just a few brainstormed ideas...I also teach fifth grade. I ask my students
to read 20 minutes each day on their  own, but realize that some just
won't. So I am determined this year to give them at least 30 minutes of
uninterrupted reading time in reading class. I am reading *Focus* by Mike
Schmoker. It is very inspiring as to how to use the time we have to teach.
