Perhaps on one percent of all pages, but that is all. And pages should still work _without_ Javascript; anything done by scripting should be an enhancement, not a necessary part of the page.
That isn't to say it hasn't been abused, but it can be a good complimentary way to deal with awkward design issue due to better lack of control over the user interface (although this would open another can of security worms)
The idea of Web design is to come up with something that doesn't require control of the user interface, since by definition the Web does not force a specific user interface for browsing. If you have to force the window to a certain size or compel the user to download active content just to see the page, you have a problem in your design.
maybe we should try to corner the market on web design, since most of us agree with the standards for web design.
