France has a far, far worse case of it than any other market I've seen.
The same schoolkids are apparently designing all Web sites in France.
The only ones that don't require Flash seem to be the ones for French
affiliates of multinational corporations, where level-headed corporate
standards prohibit Flash content at the worldwide level.

There's about a 9 out of 10 chance that in visiting a French site you'll
be confronted with only a "Flash-splash" screen, and absolutely no way
around it. When your computer doesn't require Flash, you're effectively
turning money away at the door. It consistently amazes me that French
Web designers are this stupid. They are years behind the times; the
rest of the Web got past the "Flash fever" very rapidly after Flash
became available.

But it works better when the clients of Web designers are so ignorant of
IT and the Web that they don't know any better when Flash is proposed to
them.
