I believe I did the full install of VS2008. I ran the setup again in "Maintenance Mode" and all of the check boxes are checked. Service Pack 1 has also been installed. My operating system is Vista Ultimate 64-bit. Any other ideas. Oh, and by the way, thanks for the assistance!

Only the 32-bit tools are installed by default. If this is the case, you will need to load the 64-bit tools by running the instalation again, which will allow you to add these tools.
