There are no major outstanding issues on Windows.  Things that I still
have to do are:

1. Write the text for the manual on building with Visual Studio.
   Update the readme.txt files (Jeff has helped with this but I
   need to complete them).

2. Decide for each of VS 2010, 2012 and 2013, which architectures
   will be directly available in the distrubutions (others will
   still be easy to obtain using the Python build generator).
