This looks like someone looking for a W-4 employee, for a subcontract
position.

The going rate for MQ is much higher.  Typically the actual customer pays
$200/hour for an Architect, but the contract company has overhead,
including administrative, legal, training, and travel servicing costs.  On
the other hand, salaries for the Northeast tend to be around $100,000/year
or better, depending on the level of architect.

About the best you can get for a non-committal $30/hour is someone with an
associate's degree, an MCSE certification, and limited experience with the
Developer Works evaluation packages.  You'd have to train them, support
them, and relocate them at your expense.  Maybe you could get someone like
that for Nebraska or Montana.  I don't think that would play so well in
NYC.

$25-30 is reasonable for an MQ Admin

Current market rates are

$30 MQ Admin
$35 MQ Developer
$40 WMQI/MQWF
$45-50 MQ and WMQI and MQWF and WAS Project Leader/Architect

There are companies that will pay more but if a contract gets out to the
agencies then the rates drop especially when you are not dealing with the
prime agent
