After lot of think, imho, your proposition is the best.

Adding all the languages of the world translated for each language need lot of 
more work and the result is not really util.

So, if I understand ok your way, there will only have one language entry for 
each po/mo file:

For German po/mo:
msgid "English [en]"
msgstr "Deutsch [de]"

For French po/mo:
msgid "English [en]"
msgstr "Français [fr]"

etc...

And the names of language always in native language.
And those  unique msgid/msgstr will be used for the language-list.

It has the advantage to simpify all and is more clear for the user to choose 
the language with native translation.
Also no restriction if the po/mo file uses a "exotic" lang code (no check 
needed).

Is it so?
