I don't have any ideas, sorry. You are definitely seeing different
behavior than what I see (and different from what the gmail documentation
says).
The fact that the message disappears from the INBOX after a delete and
sync means that Gmail does see the message marked as deleted and then
expunged.
If you want to run mutt with debugging maybe we can look at the IMAP
commands issued to be sure, but it looks like Gmail is not actually
deleting the message from "All Mail" when mutt issues the EXPUNGE.
