If you get the windows version of Netscape's third party mail and news
API SDK (or whatever), you should be able to build in whatever command
you want to invoke a mailer, including an xstart command, assuming
xstart allows you to pass arguments.  If xstart doesn't allow you to
pass arguments then you are probably out of luck unless you want to
get really creative.  (I haven't used the windows version, I'm just
assuming it works about the same as the unix version.)

Most people who go looking for it (myself included) have found the SDK
to be hard to track down, but I think if you start at
developer.netscape.com you might stand a decent chance of finding it.
I can't speak for the windows version, but I found with the unix
version that their elm example had some trivial bugs that caused it to
misbehave, so if you build everything and it doesn't seem to be
working quite right, you may have to debug their code as well as your
own.
