Ah, but I did -- but you cropped away too much!  I wrote

  implies that mutt itself will be installed with special privs) if you
  don't have permission to lock the mail spool directory, and if you knew
  in advance to not build mutt_dotlock because you were going to use
  root's version then you also know enough to just delete your new and
  unprivileged version after your install.

and the last three lines directly answer this point.
