Yep, this is the case. It's actually the case with pretty much all SCART 
devices that support RGB. The SCART specification says that a TV should 
continue obtaining it's syncs (which are the part of the TV signal that 
indicates when a new line starts/when a new frame starts) from the 
composite pin when in RGB mode, so most devices just continue outputing 
composite down the composite pin and RGB down their pins.

Although someone should probably fix the menu/command line options to 
reflect the fact that composite is also RGB output.
