I'd make it a bit more strict and say:
1. All program code and supplemental data files should be licensed under
the GNU GPLv2, or the LGPLv2.1 with the "or (at your option) any later
version" clause intact.

I think you can reverse the order of the points. It is pretty much
standard to contribute code under the same license as the existing
code, but the requirements for brushes and similar might be more
unexpected and thus warrant a spot higher up.
