The MySQL manual says:

     SELECT [STRAIGHT_JOIN] [SQL_SMALL_RESULT] [SQL_BIG_RESULT] [SQL_BUFFER_RES\
ULT]
            [HIGH_PRIORITY]
            [DISTINCT | DISTINCTROW | ALL]
         select_expression,...
         [INTO {OUTFILE | DUMPFILE} 'file_name' export_options]
         [FROM table_references

So try:

  SELECT resume INTO DUMPFILE '/data/file.doc' FROM apps WHERE appid=23

In other words, just move the 'INTO DUMPFILE' part where it belongs,
just after the expression, before any 'from' clauses :)
