/sbin/service httpd restart
Then
tail /var/log/httpd/error_log
should show
[notice] Apache/1.3.22 (Unix)  (Red-Hat/Linux) mod_ssl/2.8.5 
OpenSSL/0.9.6b PHP/4.0.6 mod_perl/1.26 configured -- resuming normal 
operations
or something like that....
